Report on the Work of the Government
——2020年5月22日在第十三屆全國(guó)人民代表大會(huì)第三次會(huì)議上

各位代表：
Fellow Deputies,
現(xiàn)在，我代表國(guó)務(wù)院，向大會(huì)報(bào)告政府工作，請(qǐng)予審議，并請(qǐng)全國(guó)政協(xié)委員提出意見(jiàn)。
On behalf of the State Council, I will now report to you on the work of the government. I ask for your deliberation and approval. I also ask members of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) for their comments.
這次新冠肺炎疫情，是新中國(guó)成立以來(lái)我國(guó)遭遇的傳播速度最快、感染范圍最廣、防控難度最大的公共衛(wèi)生事件。在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，經(jīng)過(guò)全國(guó)上下和廣大人民群眾艱苦卓絕努力并付出犧牲，疫情防控取得重大戰(zhàn)略成果。當(dāng)前，疫情尚未結(jié)束，發(fā)展任務(wù)異常艱巨。要努力把疫情造成的損失降到最低，努力完成今年經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)任務(wù)。
The COVID-19 epidemic is the fastest spreading, most extensive, and most challenging public health emergency China has encountered since the founding of the People’s Republic. Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, and through the hard work and sacrifice of our entire nation, we have made major strategic achievements in our response to COVID-19. At present, the epidemic has not yet come to an end, while the tasks we face in promoting development are immense. We must redouble our efforts to minimize the losses resulting from the virus and fulfill the targets and tasks for economic and social development this year.
一、2019年和今年以來(lái)工作回顧
I. A review of our work in 2019 and the first few months of 2020
去年，我國(guó)發(fā)展面臨諸多困難挑戰(zhàn)。世界經(jīng)濟(jì)增長(zhǎng)低迷，國(guó)際經(jīng)貿(mào)摩擦加劇，國(guó)內(nèi)經(jīng)濟(jì)下行壓力加大。以習(xí)近平同志為核心的黨中央團(tuán)結(jié)帶領(lǐng)全國(guó)各族人民攻堅(jiān)克難，完成全年主要目標(biāo)任務(wù)，為全面建成小康社會(huì)打下決定性基礎(chǔ)。
In pursuing development last year, China faced many difficulties and challenges. World economic growth was weak, international economic and trade frictions intensified, and downward pressure on the domestic economy grew. The Party Central Committee with Comrade Xi Jinping at its core rallied the Chinese people and led them in surmounting difficulties and accomplishing the year’s main targets and tasks, thus laying the crucial foundation needed to reach the goal of building a moderately prosperous society in all respects.
——經(jīng)濟(jì)運(yùn)行總體平穩(wěn)。國(guó)內(nèi)生產(chǎn)總值達(dá)到99.1萬(wàn)億元，增長(zhǎng)6.1%。城鎮(zhèn)新增就業(yè)1352萬(wàn)人，調(diào)查失業(yè)率在5.3%以下。居民消費(fèi)價(jià)格上漲2.9%。國(guó)際收支基本平衡。
The economy remained stable overall. Gross domestic product (GDP) reached 99.1 trillion yuan, representing a 6.1 percent increase over the previous year. Around 13.52 million new urban jobs were added, and the surveyed unemployment rate was below 5.3 percent. Consumer prices rose by 2.9 percent. A basic equilibrium was maintained in the balance of payments.
——經(jīng)濟(jì)結(jié)構(gòu)和區(qū)域布局繼續(xù)優(yōu)化。社會(huì)消費(fèi)品零售總額超過(guò)40萬(wàn)億元，消費(fèi)持續(xù)發(fā)揮主要拉動(dòng)作用。先進(jìn)制造業(yè)、現(xiàn)代服務(wù)業(yè)較快增長(zhǎng)。糧食產(chǎn)量保持在1.3萬(wàn)億斤以上。常住人口城鎮(zhèn)化率首次超過(guò)60%，重大區(qū)域戰(zhàn)略深入實(shí)施。
The economic structure continued to improve, and the development priorities of regions are better aligned. Total retail sales of consumer goods exceeded 40 trillion yuan, and consumption continued to serve as the main engine driving growth. Advanced manufacturing and modern services registered rapid growth. Grain output was kept above 650 million metric tons. For the first time, permanent urban residents exceeded 60 percent of the population; progress was made in implementing major development strategies for regions.
——發(fā)展新動(dòng)能不斷增強(qiáng)。科技創(chuàng)新取得一批重大成果。新興產(chǎn)業(yè)持續(xù)壯大，傳統(tǒng)產(chǎn)業(yè)加快升級(jí)。大眾創(chuàng)業(yè)萬(wàn)眾創(chuàng)新深入開(kāi)展，企業(yè)數(shù)量日均凈增1萬(wàn)戶以上。
New growth drivers became stronger. A number of major innovative achievements were made in science and technology. Emerging industries continued to grow; upgrading in traditional industries accelerated. Business startups and innovation continued to surge nationwide, with an average net increase of over 10,000 businesses per day.
——改革開(kāi)放邁出重要步伐。供給側(cè)結(jié)構(gòu)性改革繼續(xù)深化，重要領(lǐng)域改革取得新突破。減稅降費(fèi)2.36萬(wàn)億元，超過(guò)原定的近2萬(wàn)億元規(guī)模，制造業(yè)和小微企業(yè)受益最多。政府機(jī)構(gòu)改革任務(wù)完成。“放管服”改革縱深推進(jìn)。設(shè)立科創(chuàng)板。共建“一帶一路”取得新成效。出臺(tái)外商投資法實(shí)施條例，增設(shè)上海自貿(mào)試驗(yàn)區(qū)新片區(qū)。外貿(mào)外資保持穩(wěn)定。
Major headway was made in reform and opening up. Supply-side structural reform was further advanced, and breakthroughs in reform were made in key areas. We cut taxes and fees by 2.36 trillion yuan, going well beyond our target of two trillion yuan, with manufacturing and micro and small businesses benefiting most.
The reform of government bodies was completed. Reforms to streamline administration and delegate power, improve regulation, and upgrade services were steadily advanced. The Science and Technology Innovation Board, or STAR Market, was established. The joint efforts to pursue the Belt and Road Initiative (BRI) yielded fresh results. Regulations for the implementation of the Foreign Investment Law were adopted, and the China (Shanghai) Pilot Free Trade Zone Lin’gang New Area was established. Foreign trade and investment remained stable.
——三大攻堅(jiān)戰(zhàn)取得關(guān)鍵進(jìn)展。農(nóng)村貧困人口減少1109萬(wàn)，貧困發(fā)生率降至0.6%，脫貧攻堅(jiān)取得決定性成就。污染防治持續(xù)推進(jìn)，主要污染物排放量繼續(xù)下降，生態(tài)環(huán)境總體改善。金融運(yùn)行總體平穩(wěn)。
Pivotal progress was achieved in the three critical battles. Decisive achievements were made in poverty alleviation – the rural poor population was reduced by 11.09 million, and the poverty headcount ratio fell to 0.6 percent. Pollution prevention and control efforts continued, with further reductions in the discharge of major pollutants and overall improvements in the environment. The financial sector remained stable.
——民生進(jìn)一步改善。居民人均可支配收入超過(guò)3萬(wàn)元。基本養(yǎng)老、醫(yī)療、低保等保障水平提高。城鎮(zhèn)保障房建設(shè)和農(nóng)村危房改造深入推進(jìn)。義務(wù)教育學(xué)生生活補(bǔ)助人數(shù)增加近40%，高職院校擴(kuò)招100萬(wàn)人。
Living standards continued to improve. Per capita disposable personal income topped 30,000 yuan. Basic old-age insurance, health insurance, and subsistence allowance standards were raised. Further progress was made in the construction of urban government-subsidized housing and the rebuilding of dilapidated houses in rural areas. The number of students in compulsory education receiving living allowances increased by almost 40 percent, and enrollments at vocational colleges grew by one million.
我們隆重慶祝中華人民共和國(guó)成立70周年，極大激發(fā)全國(guó)各族人民的愛(ài)國(guó)熱情，匯聚起奪取新時(shí)代中國(guó)特色社會(huì)主義偉大勝利的磅礴力量。
We celebrated the 70th anniversary of the founding of the People’s Republic of China. This occasion has inspired a strong sense of patriotism among all Chinese people, creating a powerful force that will bring great victories for socialism with Chinese characteristics in the new era.
我們加強(qiáng)黨風(fēng)廉政建設(shè)，扎實(shí)開(kāi)展“不忘初心、牢記使命”主題教育，嚴(yán)格落實(shí)中央八項(xiàng)規(guī)定精神，持續(xù)糾治“四風(fēng)”，為基層松綁減負(fù)。
We worked to improve Party conduct and build a clean government, started an initiative to raise awareness of the need to stay true to the Party’s founding mission, and strictly observed the central Party leadership’s eight-point decision on improving work conduct. We continued to address the practice of formalities for formalities’ sake, bureaucracy, hedonism, and extravagance, and took steps to ensure that people working at the primary level are free from unnecessary restrictions and excessive burdens.
中國(guó)特色大國(guó)外交成果豐碩。成功舉辦第二屆“一帶一路”國(guó)際合作高峰論壇等重大主場(chǎng)外交活動(dòng)，習(xí)近平主席等黨和國(guó)家領(lǐng)導(dǎo)人出訪多國(guó)，出席二十國(guó)集團(tuán)領(lǐng)導(dǎo)人峰會(huì)、金磚國(guó)家領(lǐng)導(dǎo)人會(huì)晤、亞信峰會(huì)、上海合作組織峰會(huì)、東亞合作領(lǐng)導(dǎo)人系列會(huì)議、中歐領(lǐng)導(dǎo)人會(huì)晤、中日韓領(lǐng)導(dǎo)人會(huì)晤等重大活動(dòng)。積極參與全球治理體系建設(shè)和改革，推動(dòng)構(gòu)建人類(lèi)命運(yùn)共同體。經(jīng)濟(jì)外交、人文交流卓有成效。中國(guó)為促進(jìn)世界和平與發(fā)展作出了重要貢獻(xiàn)。
We achieved fruitful outcomes in pursuing China’s major country diplomacy. We successfully hosted the second Belt and Road Forum for International Cooperation and other major diplomatic events.
President Xi Jinping and other Party and state leaders visited many countries and attended major international events, including the G20 Leaders Summit, the BRICS Leaders Meeting, the Summit of the Conference on Interaction and Confidence Building Measures in Asia, the Shanghai Cooperation Organization Summit, the East Asian leaders’ meetings on cooperation, the China-EU Leaders’ Meeting, and the China-Japan-ROK Leaders’ Meeting.
We played an active role in the development and reform of the global governance system, and promoted the building of a human community with a shared future. We successfully pursued economic diplomacy and cultural and people-to-people exchanges. China made important contributions to the advancement of world peace and development.

新冠肺炎疫情發(fā)生后，黨中央將疫情防控作為頭等大事來(lái)抓，習(xí)近平總書(shū)記親自指揮、親自部署，堅(jiān)持把人民生命安全和身體健康放在第一位。在黨中央領(lǐng)導(dǎo)下，中央應(yīng)對(duì)疫情工作領(lǐng)導(dǎo)小組及時(shí)研究部署，中央指導(dǎo)組加強(qiáng)指導(dǎo)督導(dǎo)，國(guó)務(wù)院聯(lián)防聯(lián)控機(jī)制統(tǒng)籌協(xié)調(diào)，各地區(qū)各部門(mén)履職盡責(zé)，社會(huì)各方面全力支持，開(kāi)展了疫情防控的人民戰(zhàn)爭(zhēng)、總體戰(zhàn)、阻擊戰(zhàn)。廣大醫(yī)務(wù)人員英勇奮戰(zhàn)，人民解放軍指戰(zhàn)員勇挑重?fù)?dān)，科技工作者協(xié)同攻關(guān)，社區(qū)工作者、公安干警、基層干部、新聞工作者、志愿者堅(jiān)守崗位，快遞、環(huán)衛(wèi)、抗疫物資生產(chǎn)運(yùn)輸人員不辭勞苦，億萬(wàn)普通勞動(dòng)者默默奉獻(xiàn)，武漢人民、湖北人民堅(jiān)韌不拔，社會(huì)各界和港澳臺(tái)同胞、海外僑胞捐款捐物。中華兒女風(fēng)雨同舟、守望相助，筑起了抗擊疫情的巍峨長(zhǎng)城。
Since the coronavirus first emerged, the Party Central Committee has made its containment the top priority. General Secretary Xi Jinping, putting the health and safety of our people before everything else, has personally taken charge and planned our response.
Under the leadership of the Party Central Committee, the central leading group for COVID-19 response has made timely decisions and plans; the central guidance group has provided effective guidance and supervision; the State Council inter-departmental task force has coordinated the response efforts; all local authorities and all government departments have fulfilled their respective duties, and people from every walk of life have given their full support. Together, we have waged an all-out people’s war against the virus.
Our medical workers have fought with courage. Our servicemen and women have shouldered heavy responsibilities. Our scientists and researchers have joined forces in order to find a cure. Our community workers, policemen and women, officials working at the primary level, media personnel, and volunteers have stood fast at their posts.
Our deliverymen and women, our sanitation workers, and all who make and transport emergency supplies have continued their work with dedication. Hundreds of millions of other workers outside of the spotlight have also made their own contributions.
In Wuhan City and Hubei Province, the people have carried on with fortitude and resilience, while people from all sectors of society and our fellow compatriots in Hong Kong, Macao, and Taiwan and overseas have made generous donations, both monetary and in-kind.
Through all these efforts, we, all the sons and daughters of the Chinese nation, have stood together in the most trying of times and built a Great Wall of solidarity against the epidemic.
在疫情防控中，我們按照?qǐng)?jiān)定信心、同舟共濟(jì)、科學(xué)防治、精準(zhǔn)施策的總要求，抓緊抓實(shí)抓細(xì)各項(xiàng)工作。及時(shí)采取應(yīng)急舉措，對(duì)新冠肺炎實(shí)行甲類(lèi)傳染病管理，各地啟動(dòng)重大突發(fā)公共衛(wèi)生事件一級(jí)響應(yīng)。堅(jiān)決打贏武漢和湖北保衛(wèi)戰(zhàn)并取得決定性成果，通過(guò)果斷實(shí)施嚴(yán)格管控措施，舉全國(guó)之力予以支援，調(diào)派4萬(wàn)多名醫(yī)護(hù)人員馳援，快速擴(kuò)充收治床位，優(yōu)先保障醫(yī)用物資，不斷優(yōu)化診療方案，堅(jiān)持中西醫(yī)結(jié)合，全力救治患者，最大程度提高治愈率、降低病亡率。延長(zhǎng)全國(guó)春節(jié)假期，推遲開(kāi)學(xué)、靈活復(fù)工、錯(cuò)峰出行，堅(jiān)持群防群控，堅(jiān)持“四早”，堅(jiān)決控制傳染源，有效遏制疫情蔓延。加強(qiáng)藥物、疫苗和檢測(cè)試劑研發(fā)。迅速擴(kuò)大醫(yī)用物資生產(chǎn)，短時(shí)間內(nèi)大幅增長(zhǎng)，抓好生活必需品保供穩(wěn)價(jià)，保障交通干線暢通和煤電油氣供應(yīng)。因應(yīng)疫情變化，適時(shí)推進(jìn)常態(tài)化防控。針對(duì)境外疫情蔓延情況，及時(shí)構(gòu)建外防輸入體系，加強(qiáng)對(duì)境外我國(guó)公民的關(guān)心關(guān)愛(ài)。積極開(kāi)展國(guó)際合作，本著公開(kāi)、透明、負(fù)責(zé)任態(tài)度，及時(shí)通報(bào)疫情信息，主動(dòng)分享防疫技術(shù)和做法，相互幫助、共同抗疫。
Responding to the central Party leadership’s call to stay confident, come together in solidarity, adopt a science-based approach, and take targeted measures, we have carried out all our work in a solid and meticulous manner. We promptly adopted containment measures, treating COVID-19 as a Class A infectious disease and activating a Level One public health emergency response in all localities.
We have achieved a decisive victory in the battle to defend Hubei Province and its capital city Wuhan by firmly implementing strict control measures, rallying the support of the entire country, dispatching over 40,000 doctors and nurses, rapidly increasing the number of hospital beds, and ensuring the availability of medical supplies. We continuously refined diagnostic and treatment plans, incorporated traditional Chinese medicine into treatment, and spared no effort in the treatment of patients, thus maximizing the cure rate and minimizing the mortality rate.
We extended the Spring Festival holiday nationwide, postponed the spring semester, facilitated flexible resumption of work, and staggered commute times. We have carried out a society-wide prevention and control effort, ensured early detection, reporting, quarantine, and treatment of cases, firmly controlled sources of infection, and effectively curbed the spread of the virus.
Intensive efforts have been made to develop drugs, vaccines, and testing reagents. We expanded production of medical supplies by a large margin within a short time, ensured supply and price stability of daily necessities, and maintained smooth transportation on trunk lines, as well as stable supplies of coal, electricity, oil, and gas. In response to changing COVID-19 dynamics, we have adopted regular prevention and control measures in a timely manner.
In the face of the global spread of COVID-19, we promptly set up a shield against possible imported cases, and we have provided increased care and support for Chinese citizens overseas. With an open, transparent, and responsible attitude, China has actively engaged in international cooperation, providing timely information, actively sharing prevention technologies and practices, and helping other countries with their response efforts.
對(duì)我們這樣一個(gè)擁有14億人口的發(fā)展中國(guó)家來(lái)說(shuō)，能在較短時(shí)間內(nèi)有效控制疫情，保障了人民基本生活，十分不易、成之惟艱。我們也付出巨大代價(jià)，一季度經(jīng)濟(jì)出現(xiàn)負(fù)增長(zhǎng)，生產(chǎn)生活秩序受到?jīng)_擊，但生命至上，這是必須承受也是值得付出的代價(jià)。我們統(tǒng)籌推進(jìn)疫情防控和經(jīng)濟(jì)社會(huì)發(fā)展，不失時(shí)機(jī)推進(jìn)復(fù)工復(fù)產(chǎn)，推出8個(gè)方面90項(xiàng)政策措施，實(shí)施援企穩(wěn)崗，減免部分稅費(fèi)，免收所有收費(fèi)公路通行費(fèi)，降低用能成本，發(fā)放貼息貸款。按程序提前下達(dá)地方政府專(zhuān)項(xiàng)債券。不誤農(nóng)時(shí)抓春耕。不懈推進(jìn)脫貧攻堅(jiān)。發(fā)放抗疫一線和困難人員補(bǔ)助，將價(jià)格臨時(shí)補(bǔ)貼標(biāo)準(zhǔn)提高1倍。這些政策使幾億人受益，及時(shí)有效促進(jìn)了保供穩(wěn)價(jià)和復(fù)工復(fù)產(chǎn)，我國(guó)經(jīng)濟(jì)表現(xiàn)出堅(jiān)強(qiáng)韌性和巨大潛能。
As a developing country with 1.4 billion people, it is only by overcoming enormous difficulties that China has been able to contain COVID-19 in such a short time while also ensuring our people’s basic needs. Our success has come at a great price. The economy posted negative growth in the first quarter of this year, and daily life and work have been greatly affected. However, life is invaluable. This is a price we must pay, and a price worth paying.
While continuing to advance epidemic control, we have also promoted economic and social development and lost no time in resuming work and production when appropriate. With 90 policy measures in 8 categories, we have provided assistance to enterprises to stabilize employment, cut and exempted taxes and fees, exempted all tolls on highways, reduced the costs of energy use, and granted subsidized loans. We have approved the early issuance of special bonds by local governments according to due procedures. We kept up with the spring farming schedule, and continued the critical battle against poverty. We have provided assistance to people working on the front lines of COVID-19 control and to people in difficulty, and doubled temporary price subsidies.
These policies have benefited hundreds of millions of people, and ensured stable supplies and prices and the resumption of work and production in a timely and effective way. Indeed, the Chinese economy has shown great resilience and enormous potential.

去年以來(lái)經(jīng)濟(jì)社會(huì)發(fā)展和今年疫情防控取得的成績(jī)，是以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)的結(jié)果，是習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想科學(xué)指引的結(jié)果，是全黨全軍全國(guó)各族人民團(tuán)結(jié)奮斗的結(jié)果。我代表國(guó)務(wù)院，向全國(guó)各族人民，向各民主黨派、各人民團(tuán)體和各界人士，表示誠(chéng)摯感謝！向香港特別行政區(qū)同胞、澳門(mén)特別行政區(qū)同胞、臺(tái)灣同胞和海外僑胞，表示誠(chéng)摯感謝！向關(guān)心支持中國(guó)現(xiàn)代化建設(shè)和抗擊疫情的各國(guó)政府、國(guó)際組織和各國(guó)朋友，表示誠(chéng)摯感謝！
We owe what we have achieved in economic and social development since last year and in COVID-19 control this year to the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the concerted efforts of the Party, the armed forces, and the people of all ethnic groups in China.
On behalf of the State Council, I express sincere gratitude to the Chinese people of all ethnic groups, and to all other political parties, people’s organizations, and public figures from all sectors of society. I express heartfelt appreciation to our fellow countrymen and women in the Hong Kong and Macao special administrative regions, in Taiwan, and overseas. I also express sincere thanks to the governments of other countries, international organizations, and friends from all over the world, who have shown understanding and support for China in its endeavor to achieve modernization and in its fight against COVID-19.
在肯定成績(jī)的同時(shí)，我們也清醒看到面臨的困難和問(wèn)題。受全球疫情沖擊，世界經(jīng)濟(jì)嚴(yán)重衰退，產(chǎn)業(yè)鏈供應(yīng)鏈循環(huán)受阻，國(guó)際貿(mào)易投資萎縮，大宗商品市場(chǎng)動(dòng)蕩。國(guó)內(nèi)消費(fèi)、投資、出口下滑，就業(yè)壓力顯著加大，企業(yè)特別是中小微企業(yè)困難凸顯，金融等領(lǐng)域風(fēng)險(xiǎn)有所積聚，基層財(cái)政收支矛盾加劇。政府工作存在不足，形式主義、官僚主義仍較突出，少數(shù)干部不作為、不會(huì)為。一些領(lǐng)域腐敗問(wèn)題多發(fā)。在疫情防控中，公共衛(wèi)生應(yīng)急管理等方面暴露出不少薄弱環(huán)節(jié)，群眾還有一些意見(jiàn)和建議應(yīng)予重視。我們一定要努力改進(jìn)工作，切實(shí)履行職責(zé)，盡心竭力不辜負(fù)人民的期待。
While recognizing our achievements, we are also keenly aware of the difficulties and problems we face. The shock of the COVID-19 pandemic has sent the world economy into severe recession, disrupted industrial and supply chains, and caused a contraction in international trade and investment and volatility in commodity markets.
Domestically, consumption, investment, and exports have declined. Pressure on employment has risen significantly. Enterprises, especially micro, small, and medium businesses, face growing difficulties. There are increasing risks in the financial sector and other areas. The budgetary imbalances of primary-level governments have intensified.
There is still room for improvement in the work of government. Pointless formalities and bureaucracy remain an acute issue. A small number of officials shirk their duties or are incapable of fulfilling them. Corruption is still a common problem in some fields. During the COVID-19 response, many weak links have been exposed in public health emergency management, and the people have expressed their views and suggestions, which deserve our attention. We must strive to improve our work and fulfill our responsibilities and make every effort to live up to the people’s expectations.
二、今年發(fā)展主要目標(biāo)和下一階段工作總體部署

For the government to deliver this year, we must, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, do the following:
– follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; implement the guiding principles of the Party’s 19th National Congress and the second, third, and fourth plenary sessions of its 19th Central Committee in full; firmly act on the Party’s basic theory, line, and policy;

On the basis of a comprehensive assessment of the current situation, we have made proper adjustments to the targets that we were considering before COVID-19 struck. This year, we must give priority to stabilizing employment and ensuring living standards, win the battle against poverty, and achieve the goal of building a moderately prosperous society in all aspects. Specifically, we have set the following targets:
– Over 9 million new urban jobs, a surveyed urban unemployment rate of around six percent, and a registered urban unemployment rate of around 5.5 percent;
– CPI increase of around 3.5 percent;
– More stable and higher-quality imports and exports, and a basic equilibrium in the balance of payments;
– Growth in personal income that is basically in step with economic growth;
– Elimination of poverty among all rural residents living below the current poverty line and in all poor counties;
– Effective prevention and control of major financial risks;
– A further drop in energy consumption per unit of GDP and the discharge of major pollutants;
– Accomplishment of the 13th Five-Year Plan.

I would like to point out that we have not set a specific target for economic growth this year. This is because our country will face some factors that are difficult to predict in its development due to the great uncertainty regarding the COVID-19 pandemic and the world economic and trade environment. Not setting a specific target for economic growth will enable all of us to concentrate on ensuring stability on the six fronts and security in the six areas. We must focus on maintaining security in the six areas in order to ensure stability on the six fronts. By doing so, we will be able to keep the fundamentals of the economy stable. Maintaining security will deliver the stability needed to pursue progress, thus laying a solid foundation for accomplishing our goal of building a moderately prosperous society in all respects.
We must be clear that efforts to stabilize employment, ensure living standards, eliminate poverty, and prevent and defuse risks must be underpinned by economic growth; so ensuring stable economic performance is of crucial significance. We need to pursue reform and opening up as a means to stabilize employment, ensure people’s wellbeing, stimulate consumption, energize the market, and achieve stable growth. We need to blaze a new path that enables us to respond effectively to shocks and sustain a positive growth cycle.

We will pursue a more proactive and impactful fiscal policy.
The deficit-to-GDP ratio this year is projected at more than 3.6 percent, with a deficit increase of one trillion yuan over last year. On top of this, one trillion yuan of government bonds for COVID-19 control will also be issued. These are extraordinary measures for an unusual time.
The aforementioned two trillion yuan will be transferred in full to local governments; a special transfer payment mechanism will be set up to ensure that funds go straight to prefecture and county governments and directly benefit businesses and people. These funds should be primarily used to ensure employment, meet basic living needs, and protect market entities. This includes giving support to cut taxes and fees, reduce rents and interest on loans, and increase consumption and investment. It is important to stress that government funds are public in nature and that no such funds are allowed to be withheld or diverted for non-designated uses.
We will work harder to improve the composition of fiscal spending. We will see that spending on people’s basic wellbeing is only increased and not cut, ensure spending in key areas, and resolutely cut general expenditures. Construction of new government buildings and wasteful and excessive spending will be strictly prohibited.
Governments at all levels must truly tighten their belt. The central government will take the lead by committing to negative growth in its budgetary spending, with a more than 50 percent cut to outlays on non-essential and non-obligatory items. All types of surplus, idle and carryover funds that should be taken back will be withdrawn and reallocated. We will see that funds are put to better and more effective use; we will scrutinize all expenditure items and see that every cent is used where it is needed most and where market entities and the people will feel the greatest benefit from it.

We will pursue a prudent monetary policy in a more flexible and appropriate way.
We will use a variety of tools such as required reserve ratio reductions, interest rate cuts, and re-lending to enable M2 money supply and aggregate financing to grow at notably higher rates than last year. We will keep the RMB exchange rate generally stable at an adaptive, balanced level. As we work to develop new monetary policy instruments that can directly stimulate the real economy, it is crucial that we take steps to ensure enterprises can secure loans more easily, and promote steady reduction of interest rates.
就業(yè)優(yōu)先政策要全面強(qiáng)化。財(cái)政、貨幣和投資等政策要聚力支持穩(wěn)就業(yè)。努力穩(wěn)定現(xiàn)有就業(yè)，積極增加新的就業(yè)，促進(jìn)失業(yè)人員再就業(yè)。各地要清理取消對(duì)就業(yè)的不合理限制，促就業(yè)舉措要應(yīng)出盡出，拓崗位辦法要能用盡用。
We will strengthen the employment-first policy with comprehensive measures.
We will create synergy to stabilize employment through the coordinated use of fiscal, monetary, and investment policies. We will strive to keep existing jobs secure, work actively to create new ones, and help unemployed people find work. All local governments need to overhaul or rescind excessive restrictions on employment, and adopt all possible measures to bolster employment.
脫貧是全面建成小康社會(huì)必須完成的硬任務(wù)，要堅(jiān)持現(xiàn)行脫貧標(biāo)準(zhǔn)，強(qiáng)化扶貧舉措落實(shí)，確保剩余貧困人口全部脫貧，健全和執(zhí)行好返貧人口監(jiān)測(cè)幫扶機(jī)制，鞏固脫貧成果。要打好藍(lán)天、碧水、凈土保衛(wèi)戰(zhàn)，實(shí)現(xiàn)污染防治攻堅(jiān)戰(zhàn)階段性目標(biāo)。加強(qiáng)重大風(fēng)險(xiǎn)防控，堅(jiān)決守住不發(fā)生系統(tǒng)性風(fēng)險(xiǎn)底線。
Eliminating poverty is an obligatory task we must complete in order to build a moderately prosperous society in all respects. We will continue to apply the current poverty alleviation standards, take stronger steps to implement poverty reduction measures, and ensure that all remaining poor people are lifted out of poverty. We will improve and effectively utilize mechanisms for monitoring and assisting people who fall back into poverty and consolidate our gains in poverty alleviation. We will endeavor to protect our blue skies, clear waters, and clean lands, and meet the goals for the critical battle of pollution prevention and control. Strong prevention and control measures will be taken to forestall systemic risks.
今年已過(guò)去近5個(gè)月，下一階段要毫不放松常態(tài)化疫情防控，抓緊做好經(jīng)濟(jì)社會(huì)發(fā)展各項(xiàng)工作。出臺(tái)的政策既保持力度又考慮可持續(xù)性，根據(jù)形勢(shì)變化還可完善，我們有決心有能力完成全年目標(biāo)任務(wù)。
Almost five months of this year have passed. In the next stage, we will not let up on any front of our long-term fight against COVID-19, nor will we lose any time in advancing China’s economic and social development agenda. The policies we adopt should be both forceful and sustainable, and they may be adjusted as called for. We have both the resolve and ability to accomplish the targets and tasks set for this year.
三、加大宏觀政策實(shí)施力度，著力穩(wěn)企業(yè)保就業(yè)
III. Forcefully implementing macro policies to keep businesses and employment stable
保障就業(yè)和民生，必須穩(wěn)住上億市場(chǎng)主體，盡力幫助企業(yè)特別是中小微企業(yè)、個(gè)體工商戶渡過(guò)難關(guān)。
To ensure employment and people’s well-being, we must instill confidence in over one hundred million market entities; and we must do our utmost to help enterprises, particularly micro, small, and medium businesses, and self-employed individuals get through this challenging time.
加大減稅降費(fèi)力度。強(qiáng)化階段性政策，與制度性安排相結(jié)合，放水養(yǎng)魚(yú)，助力市場(chǎng)主體紓困發(fā)展。今年繼續(xù)執(zhí)行下調(diào)增值稅稅率和企業(yè)養(yǎng)老保險(xiǎn)費(fèi)率等制度，新增減稅降費(fèi)約5000億元。前期出臺(tái)六月前到期的減稅降費(fèi)政策，包括免征中小微企業(yè)養(yǎng)老、失業(yè)和工傷保險(xiǎn)單位繳費(fèi)，減免小規(guī)模納稅人增值稅，免征公共交通運(yùn)輸、餐飲住宿、旅游娛樂(lè)、文化體育等服務(wù)增值稅，減免民航發(fā)展基金、港口建設(shè)費(fèi)，執(zhí)行期限全部延長(zhǎng)到今年年底。小微企業(yè)、個(gè)體工商戶所得稅繳納一律延緩到明年。預(yù)計(jì)全年為企業(yè)新增減負(fù)超過(guò)2.5萬(wàn)億元。要堅(jiān)決把減稅降費(fèi)政策落到企業(yè)，留得青山，贏得未來(lái)。
We will further cut taxes and fees.
We will aggressively implement current policies in conjunction with institutional arrangements to create a more enabling environment and help market entities overcome difficulties and achieve development. We will continue implementing reductions of VAT rates and the share of employees’ basic old-age insurance paid by enterprises, and we will make further tax and fee cuts of about 500 billion yuan. The policies introduced early this year that are due to expire by June will all be extended till the end of the year. They include the following: exempting micro, small, and medium businesses from contributions to basic old-age insurance, unemployment insurance, and work injury compensation insurance schemes; reducing or cancelling VAT for small-scale taxpayers; exempting VAT on services such as public transportation, restaurants and hotels, tourism and entertainment, and culture and sports; and reducing or cancelling civil aviation development fund contributions and port development fees. The payment of corporate income taxes by micro and small businesses and self-employed individuals will be postponed to next year. We expect that these measures will see additional savings of more than 2.5 trillion yuan for enterprises throughout the year. All tax and fee reduction policies must be fully implemented for our businesses, so that they can sustain themselves and assure success for the future.

We will reduce enterprises’ production and operating costs.
The policy of reducing electricity prices for general industrial and commercial businesses by five percent will be extended to the end of the year. The rates for broadband and dedicated internet access services will be cut by 15 percent on average. Rents for state-owned premises will be lowered or exempted, and all other types of property owners are encouraged to also reduce, waive, or defer rent payments, and they will receive policy support from the government in doing so. We will take firm steps to stop the unauthorized levy of fees on enterprises.
強(qiáng)化對(duì)穩(wěn)企業(yè)的金融支持。中小微企業(yè)貸款延期還本付息政策再延長(zhǎng)至明年3月底，對(duì)普惠型小微企業(yè)貸款應(yīng)延盡延，對(duì)其他困難企業(yè)貸款協(xié)商延期。鼓勵(lì)銀行大幅增加小微企業(yè)信用貸、首貸、無(wú)還本續(xù)貸。大幅拓展政府性融資擔(dān)保覆蓋面并明顯降低費(fèi)率。大型商業(yè)銀行普惠型小微企業(yè)貸款增速要高于40%。支持企業(yè)擴(kuò)大債券融資。加強(qiáng)監(jiān)管，防止資金“空轉(zhuǎn)”套利。金融機(jī)構(gòu)與貸款企業(yè)共生共榮，鼓勵(lì)銀行合理讓利。為保市場(chǎng)主體，一定要讓中小微企業(yè)貸款可獲得性明顯提高，一定要讓綜合融資成本明顯下降。
We will increase financial support to keep business operations stable.
The policy allowing micro, small, and medium businesses to postpone principal and interest repayments on loans will be further extended till the end of March next year – payments on all inclusive loans of micro and small businesses eligible for this policy should also be deferred, and other businesses facing financial difficulties can discuss similar terms with their creditors. We will encourage banks to substantially increase credit loans, first-time loans, and loan renewals without repayment of principal for micro and small businesses. The scope of the government financing guaranty will be expanded and guaranty fees will be reduced significantly. Large commercial banks should increase inclusive finance lending to micro and small businesses by more than 40 percent. We will support enterprises in increasing bond financing.
We should tighten regulation and prevent funds from simply circulating in the financial sector for the sake of arbitrage. As financial institutions and the businesses that borrow from them share a common stake, we encourage banks to make appropriate interest concessions. To support market entities, we must ensure that micro, small, and medium businesses have significantly better access to loans and that overall financing costs drop markedly.
千方百計(jì)穩(wěn)定和擴(kuò)大就業(yè)。加強(qiáng)對(duì)重點(diǎn)行業(yè)、重點(diǎn)群體就業(yè)支持。今年高校畢業(yè)生達(dá)874萬(wàn)人，要促進(jìn)市場(chǎng)化社會(huì)化就業(yè)，高校和屬地政府都要提供不斷線的就業(yè)服務(wù)。做好退役軍人就業(yè)保障。實(shí)行農(nóng)民工在就業(yè)地平等享受就業(yè)服務(wù)政策。幫扶殘疾人、零就業(yè)家庭等困難群體就業(yè)。我國(guó)包括零工在內(nèi)的靈活就業(yè)人員數(shù)以億計(jì)，今年對(duì)低收入人員實(shí)行社保費(fèi)自愿緩繳政策，涉及就業(yè)的行政事業(yè)性收費(fèi)全部取消。資助以訓(xùn)穩(wěn)崗，今明兩年職業(yè)技能培訓(xùn)3500萬(wàn)人次以上，高職院校擴(kuò)招200萬(wàn)人，要使更多勞動(dòng)者長(zhǎng)技能、好就業(yè)。
We will make every effort to stabilize and expand employment.
We will increase employment support for key sectors and key groups. With 8.74 million college students graduating this year, we need to encourage market-based employment and ensure that colleges and the governments of localities where they are located provide employment services to these students on an ongoing basis.
We will ensure employment for demobilized military personnel. We will adopt a policy to see rural migrant workers have equal access to employment services in the cities where they work. We will help people with disabilities, zero-employment families, and other groups facing difficulty find jobs.
There are several hundred million workers, including casual laborers, in flexible employment in China. This year, low-income earners will be allowed to postpone the payment of their social insurance premiums, and all employment-related government charges will be cancelled.
We will finance skills training to stabilize employment. This year and next, more than 35 million vocational skills training opportunities will be provided, and enrollment in vocational colleges will grow by two million. This will help more people improve their skills and secure jobs.
四、依靠改革激發(fā)市場(chǎng)主體活力，增強(qiáng)發(fā)展新動(dòng)能

困難挑戰(zhàn)越大，越要深化改革，破除體制機(jī)制障礙，激發(fā)內(nèi)生發(fā)展動(dòng)力。
The greater the difficulties and challenges we face, the more important it is for us to go further in reform, get rid of institutional barriers, and boost internal forces driving development.
深化“放管服”改革。在常態(tài)化疫情防控下，要調(diào)整措施、簡(jiǎn)化手續(xù)，促進(jìn)全面復(fù)工復(fù)產(chǎn)、復(fù)市復(fù)業(yè)。推動(dòng)更多服務(wù)事項(xiàng)一網(wǎng)通辦，做到企業(yè)開(kāi)辦全程網(wǎng)上辦理。放寬小微企業(yè)、個(gè)體工商戶登記經(jīng)營(yíng)場(chǎng)所限制，便利各類(lèi)創(chuàng)業(yè)者注冊(cè)經(jīng)營(yíng)、及時(shí)享受扶持政策。支持大中小企業(yè)融通發(fā)展。以公正監(jiān)管維護(hù)公平競(jìng)爭(zhēng)，持續(xù)打造市場(chǎng)化、法治化、國(guó)際化營(yíng)商環(huán)境。
We will press ahead with reforms to streamline administration and delegate power, improve regulation, and upgrade services.
While continuing to implement regular COVID-19 control measures, we will adjust relevant measures and simplify procedures to boost the resumption of work, production, and business activities. We will work to see our people are able to access more government services via a single website and complete all procedures for starting a business online. Location restrictions on business registration applying to micro and small enterprises and self-employed people will be relaxed, and entrepreneurs of all types will find it easier to register and start a business and access timely policy support. We will support enterprises of all sizes in pursuing development through collaboration with each other. We will conduct impartial regulation to ensure fair competition, and make sustained efforts to create a market-oriented, law-based, and internationalized business environment.

We will expand effective investment.
This year, 3.75 trillion yuan of special local government bonds will be issued, a 1.6 trillion yuan increase over last year. The proportion of special bonds that can be used as project capital will be raised, and 600 billion yuan will be earmarked for investment in the central government budget.
Priority will be given to new infrastructure and new urbanization initiatives and major projects, which not only boost consumption and benefit the people, but also facilitate structural adjustments and enhance the sustainability of growth. Specifically, efforts will be made mainly in the following three areas:
First, we will step up the construction of new types of infrastructure. We will develop next-generation information networks and expand 5G applications. We will build more charging facilities and promote wider use of new-energy automobiles. We will stimulate new consumer demand and promote industrial upgrading.
Second, we will strengthen the development of a new type of urbanization. We will do more to improve public facilities and services in county seats, so as to meet the growing demand to work and settle in them among rural residents. We will begin the renovation of 39,000 old urban residential communities and support the installation of elevators in residential buildings and the development of meal, cleaning, and other community services.
Third, we will redouble efforts to develop major transportation and water conservancy projects, and increase national railway development capital by 100 billion yuan.
We will improve market-based investment and financing mechanisms to support private enterprises in participating in projects on an equal footing. We will ensure that projects are up to standard, so they do not create any undesired consequences and the investments made deliver long-term returns.

We will channel greater energy into eliminating poverty in all remaining poor counties and villages, and ensure rural migrant workers from these areas have stable jobs in places where they work. We will launch programs to boost the consumption of products from poor areas, and support businesses involved in poverty alleviation in resuming operations. Follow-up support will be provided to people relocated from inhospitable areas.
We will deepen collaboration on poverty alleviation between the eastern and western regions, and intensify assistance to targeted poor areas from central Party and government departments, offices of other political parties, as well as state-owned enterprises, public institutions, and universities under the central government.

We will keep total crop acreage and grain output stable, raise the multiple cropping index, increase the minimum purchase price of rice, give more rewards to major grain-producing counties, and take effective measures to prevent and control major diseases and pests.
The acquisition of farmland for other purposes in violation of laws and regulations will be penalized. The area of high-standard cropland will be increased by 5.33 million hectares. We will further rural reform. We will promote a recovery in the production of hogs. We will fully implement the system of provincial governors assuming responsibility for the “rice bag” and city mayors for the “vegetable basket.” It is imperative, and it is well within our ability, to ensure the food supply for 1.4 billion Chinese people through our own efforts.

We will improve basic medical services.
We will raise government subsidies for basic medical insurance for rural and non-working urban residents by an average of 30 yuan per person, and pilot inter-provincial on-the-spot settlement of outpatient bills through basic medical insurance accounts. We will provide support to medical institutions badly hit by the epidemic. We will promote the development of traditional Chinese medicine. Supervision over food and drugs will be tightened up to guarantee their safety.

We will develop more equitable and higher-quality education.
We will see that teaching in primary and secondary schools and entrance examinations for senior high school and university are well-organized. We will strengthen the development of boarding schools in townships and towns and schools in county seats, provide quality special needs education and continuing education, support private schools and keep them well-regulated, and help private kindergartens overcome difficulties. We will step up efforts to develop world-class universities and world-class disciplines. We will expand the enrollment of students from rural and poor areas at colleges and universities. We will improve the mix of spending, making educational resources accessible to all our families and children and enabling them to embrace a brighter future.
加大基本民生保障力度。上調(diào)退休人員基本養(yǎng)老金，提高城鄉(xiāng)居民基礎(chǔ)養(yǎng)老金最低標(biāo)準(zhǔn)。全國(guó)近3億人領(lǐng)取養(yǎng)老金，必須確保按時(shí)足額發(fā)放。完善退役軍人優(yōu)撫安置制度。做好因公殉職人員撫恤。擴(kuò)大失業(yè)保險(xiǎn)保障范圍，將參保不足1年的農(nóng)民工等失業(yè)人員都納入常住地保障。擴(kuò)大低保保障范圍，對(duì)城鄉(xiāng)困難家庭應(yīng)保盡保，將符合條件的城鎮(zhèn)失業(yè)和返鄉(xiāng)人員及時(shí)納入低保。對(duì)因?yàn)?zāi)因病遭遇暫時(shí)困難的人員，都要實(shí)施救助。要切實(shí)保障所有困難群眾基本生活，保民生也必將助力更多失業(yè)人員再就業(yè)敢創(chuàng)業(yè)。
We will make greater efforts to meet people’s basic living needs.
We will increase the basic pension for retirees and the minimum basic old-age pension for rural and non-working urban residents. Close to 300 million people in our country live on pensions, and we must ensure they receive their benefits on time and in full.
We will improve the systems of providing preferential treatment and employment services for demobilized military personnel, and ensure benefits for the families of people who have died in service of the public. We will extend the coverage of unemployment insurance and see that rural migrant workers and others out of work who are in the scheme less than a year are covered in the locality where they are living. Subsistence allowances will be expanded to cover all families in difficulty, and such allowances will be made promptly available to eligible urban unemployed people and migrant workers who have returned home. We will ensure assistance is provided to anyone who runs into temporary difficulty because of disaster or illness.
With these measures, we can ensure that all members of disadvantaged groups have their basic living needs met and that more unemployed people will have the support they need to secure their next job or start their own business.

We will make sure that communities provide better services and support the sound development of social organizations, humanitarian assistance, volunteer service, and charity. We will protect the lawful rights and interests of women, children, the elderly, and people with disabilities. We will improve the system for handling public complaints, provide better legal aid, and ensure that justified public demands are addressed promptly. The seventh population census will be carried out. We will strengthen national security capacity building, punish crimes in accordance with law, and more effectively carry out the Peaceful China initiative.

We will accept, as required by law, the oversight of people’s congresses and their standing committees at the same level, and readily subject ourselves to the democratic oversight of the CPPCC, public oversight, and oversight through public opinion. Auditing-based oversight will be stepped up. We will give full play to the role of trade unions, Communist Youth League organizations, women’s federations, and other people’s organizations. We in the government must readily accept the oversight of the law, supervisory bodies, and the people. We must redouble efforts to build a clean government and crack down on corruption.

We, in government at all levels, must take a fact-based approach to our work, and keep firmly in mind that we remain in the primary stage of socialism, which is the basic dimension of China’s national context. We must abide by objective laws, base everything we do on actual conditions, and deliver in our work.
We will take strong steps to address the practice of formalities for formalities’ sake, bureaucracy, hedonism, and extravagance, and release our primary-level officials from the fetters of pointless formalities so as to give full rein to their drive. We will stand behind officials who live up to their responsibilities, and we will work to see that they carry out their duties.
We must rely closely on the people, respect the pioneering spirit of those working at the primary level, advance reform and opening up with greater force, ignite the dynamism of our society, and bring together the energy and ingenuity of hundreds of millions of Chinese people. Since last year, we have achieved important progress in strengthening national defense and the armed forces. The people’s armed forces demonstrated fine conduct by reacting swiftly to the Party’s commands and shouldering heavy responsibilities in COVID-19 control.
We will thoroughly implement Xi Jinping’s thinking on strengthening the armed forces and the military strategy for the new era. We will continue to enhance the political loyalty of the armed forces, strengthen them through reform, science and technology, and the training of capable personnel, and run the military in accordance with law.
We will uphold the Party’s absolute leadership over the people’s armed forces and strictly implement the system of ultimate responsibility resting with the chair of the Central Military Commission. We will firmly safeguard China’s sovereignty, security, and development interests.
We will complete the crucial tasks laid down in the 13th Five-Year Plan for the development of the armed forces and draw up the 14th Five-Year Plan. We will deepen reforms in national defense and the military, increase our logistic and equipment support capacity, and promote innovative development of defense-related science and technology. We will improve the system of national defense mobilization and ensure that the unity between the military and the government and between the military and the people remains rock solid.

We will fully and faithfully implement the policy of “One Country, Two Systems,” under which the people of Hong Kong govern Hong Kong and the people of Macao govern Macao, with a high degree of autonomy for both regions. We will establish sound legal systems and enforcement mechanisms for safeguarding national security in the two special administrative regions, and see that the governments of the two regions fulfill their constitutional responsibilities. We will support Hong Kong and Macao in growing their economies, improving living standards, and better integrating their development into China’s overall development, and help them maintain long-term prosperity and stability.

We will adhere to the major principles and policies on work related to Taiwan and resolutely oppose and deter any separatist activities seeking “Taiwan independence.” We will improve institutional arrangements, policies, and measures to encourage exchanges and cooperation between the two sides of the Taiwan Strait, further cross-Strait integrated development, and protect the well-being of our fellow compatriots in Taiwan. We will encourage them to join us in opposing “Taiwan independence” and promoting China’s reunification. With these efforts, we can surely create a beautiful future for the rejuvenation of the Chinese nation.
